Senior Software Architect/Engineer - Technical Program Lead - Active TS Clearance Required

Job Summary:
Provide technical and program management servant leadership and expertise to architect, engineer, design, develop and implement a technology roadmap for enhanced technical capabilities, including a pilot application, critical to a complex global 24-hour continuity of operations environment.
Responsibilities:
Develop a detailed technology roadmap for enhancing system capabilities that align with business goals and objectives, highlighting technical infrastructure, programmatic dependencies, interdepartmental relationships, risks, and required resources.
Provide technology consulting, engineering, and design expertise in the development of a pilot application that improves and modernizes the capability of the current mission-critical system.
Advise and consult with the Technology and Innovation Office on the telecommunications and information systems requirements relating to pilot scope, budget, and architecture.
Lead the process of gathering, documenting, and analyzing business requirements through interviews, meeting sessions, and data analysis. Ensure application of best-practice business process engineering, architecture, and analysis techniques and tools to the project.
Using Agile methodologies and tools, lead the development of information systems architecture, networking design, pilot application development, testing, and implementation in a production environment.
Collaborate and coordinate with Department of State (DoS) policy and information systems security offices to properly manage documentation of corporate guidance, approvals, and concerns related to implementation of the pilot.
Develop and deliver all required project management deliverables, including progress reports, change requests, approvals, meeting notes, etc.
Supervise, coach and mentor Sr. Business Analyst/Solutions Architect and other team members, monitor assignments, ensure work quality, and lead/manage consulting engagement.
Minimum Qualifications:
Master’s degree in technical or business field, plus four (4) years of directly related experience; or Bachelor’s degree, plus six (6) years of directly related experience
Active Top Secret clearance and SCI eligible
Strong Microsoft / SharePoint technical skills, including at least 3-5 years of experience in developing, administering and/or leading Microsoft / SharePoint application teams.
Proficient in ASP.NET, C Sharp, .NET SQL integration
Proficient in SharePoint development tools and languages, including SharePoint Designer, Power Automate, PowerApps, JavaScript, HTML, CSS, and C#.
Strong understanding of SharePoint architecture, site collections, content types, and permission management.
Demonstrated experience leading SAFe/Agile and DevOps projects within U.S. Federal Government sector
Experience applying Agile/Scrum methodology
Proficiency in business analysis tools and techniques
Leadership and supervisory experience
Strong oral and written communication skills
