Program Administrative Analyst

Competitive Innovations, LLC (CI) is seeking a Program Administrative Analyst to support the U.S. Department of State, Bureau of Democracy, Human Rights, and Labor’s Office of Global Programs (DRL/GP).  The position is responsible for performing administrative and coordination tasks in direct support of the Department’s Democracy Programs and DRL’s annual appropriation. The Analyst carries out major responsibilities to ensure the effective tracking and management of DRL’s annual multi-million-dollar programming portfolio, which includes foreign assistance from various funding accounts and transfers from other bureaus. They assist in the development of strategic action plans and deadlines for timely notification of foreign assistance funds and reporting to Congress. In this capacity, the Analyst drafts memoranda, Congressional Notifications and reports, and other documents as required. The Analyst coordinates with multiple bureaus and offices on the clearance process for Congressional communication as appropriate.

The Analyst shall develop a good understanding of the foreign assistance legislative authority that governs DRL programs; and shall provide DRL leadership with technical assistance throughout the federal assistance life-cycle that include pre-award, award, and post-award phases in grants and cooperative agreements. They must also demonstrate quick thinking in consolidating and formatting documents and resolving discrepancies throughout the clearance process.  They must be organized and detailed-oriented to track the status of all Congressional actions within the office, as well as information from the Bureau of Legislative Affairs (H), Office of the Legal Advisor (L), Office of U.S. Foreign Assistance (F), and the DRL Front Office that may apply to a specific team at a later date. 

The Analyst develops, maintains, and updates tracking systems, as necessary, for the efficient and accessible retrieval of documents and clearance processes pertaining to Congress (i.e. funding notifications, reports, consultations, briefings, and other engagement). This is a full-time position located in Washington, D.C.


Responsibilities:
  • Assist the Director and Deputy Directors to manage and coordinate program funding, including the Congressional Notification process required in order to obligate funding.
  • Coordinate the office’s communications and interactions with the Office of the Legal Advisor (L) and the Bureau of Legislative Affairs (H).
  • Prepare briefing materials for the DRL Assistant Secretary (A/S) and other senior staff.
  • Liaise with the Bureau of Legislative Affairs (H) on Congressional communications and briefings, as well as strategic planning and engagement with Congress and on the preparation of Congressional reports.
  • Skillfully communicate verbally and in writing to draft required documents and provide briefings, testimony, status reviews, and advice upon request to the other DRL program staff and senior personnel on the status of DRL’s foreign assistance.
  • Liaise with the Bureau of Legislative Affairs (H), including managing DRL’s strategic planning and engagement with Congress and preparing Congressional reports. 
  • Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting the FTE.
  • Assist in the coordination of foreign assistance funding throughout the federal assistance life-cycle that include pre-award, award and post-award phases in grants and cooperative agreements.
  • Track the foreign assistance lifecycle progress throughout the fiscal year.
  • Coordinate and assist the DRL/GP Leadership in the administration and coordination of international human rights and democracy foreign assistance programs.
  • Organize and participate in meetings, trainings, and/or conference events.
  • Undertake additional training to ensure they obtain relevant skills needed to advance U.S. policy and programming priorities and meet requirements of this SOW. Attend trainings or conferences to further knowledge in relations to duties and responsibilities listed above and/or hone expertise in one or more following areas regional or thematic area: Western Hemisphere Affairs, South Central Asia, East-Asia Pacific, Africa, Europe. Near- Eastern Affairs, Democracy, Human Rights, Labor, Internet Freedom, International Religious Freedom, Transitional Justice, Monitoring and Evaluations, Gender, Marginalized Populations, Security and Human Rights.
  • As needed and as resources permit, the individual may be asked to directly support the travel of senior DRL Bureau and U.S. Department of State officials and/or at the direction of and in coordination with the Grants Officer Representative and/or Grants Officer, conduct program monitoring visits at the project implementation site to monitor grantee activities.
  • Report on program activities monitored and analyze to support both the Grants Officer Representative and/or the Grants Officer in their evaluation of programs.
Essential functions of this position include: (as applicable)
  • Must be able to travel globally to highly sensitive areas as needed

Minimum Qualifications:
  • Secret level security clearance
  • Bachelor’s degree with 4-5 years of relevant experience or a master’s degree with 2-3 years of relevant experience.
  • A working knowledge of appropriations and foreign assistance funds, Congress and international programming.
  • Must be organized with the ability mange and track competing priorities.
  • Must have strong verbal and writing communications skills.
  • Professional, proactive demeanor who can tactfully remind colleagues and superiors of pending deadlines.
