The Program Assistant will support the U.S. Department of State, Bureau of the Comptroller and Global Financial Services (CGFS), International Cooperative Administrative Support Services (ICASS) Service Center. The Program Assistant supports the improvement of internal communications within the ICASS community, including platforms such as SharePoint, Microsoft Teams, and Government Internet sites.

Responsibilities:

Contributes to and supports the improvement of internal communications; provides updates and archives old materials; collects, documents, and tracks requirements for development enhancements.
Produces regularly issued cables and newsletter to the field, drafted in coordination with ISC and other ICASS stakeholders throughout the Department and within the regional and functional bureaus, and posts.
Prepares materials for use by the ISC at meetings, training events, and conferences; designs and prepares creative visual presentations using PowerPoint, Photoshop, and other applications; prepares background material and reports for meetings with ICASS stakeholders.
Oversees and manages specialized projects for the ISC that include, but are not limited to:
- Organizing and staffing regular meetings for specialized projects
- Drafting cables, letters and record emails
- Assisting in modifying policy and procedure documentation
- Tracking and reporting on specialized projects
- Following standard operating procedures to initiate, implement specialized projects to completion
- Responding to basic inquiries about the specialized projects
Tasks other bureaus and offices as needed to support ISC requirements
Serves as notetaker and drafts meeting minutes for monthly and quarterly ICASS meetings
Exercise personal and professional discretion in handling projects of a sensitive nature
Build and maintain strong working relationships with colleagues

Basic Qualifications:

Active Secret Security Clearance
Bachelor’s degree and 2-4 years’ experience
Experience in program administration, operating procedures, oversight, and monitoring
Knowledge of the principles and methods applicable to researching, analyzing, and writing regulatory material and related issue/policy memoranda and interpretations
Experience in developing reports with quantitative and qualitative data
Experience conducting global internet research
Familiarity with principles and practices of knowledge management
Familiarity with formulating, writing, and implementing reporting mechanisms, policies, processes, and procedures
Experience in tracking document flow and clearance processes and distributions of documents to appropriate personnel
Strong organizational skills, communication skills, and ability to work independently with minimal supervision and multitask in a high volume, fast-pace work environment
