Competitive Innovations, LLC (CI) is seeking a Financial Analyst to support the U.S. Department of State, Bureau of Democracy, Human Rights, and Labor’s Office of Global Programs (DRL/GP). The position is a member of the Office Administration Team. The Financial Analyst provides support for the full range of Administrative Specialist functions, including receiving, reviewing, and processing requests for supplies, equipment, furniture, office services and procurement. They will maintain various financial reports extracted for ad hoc reconciliation; performs comparative research on particular accounts that may be overstated or understated; and preparation for year-end closing of six different funding appropriations, some of which may be earmarked by Congress. This position provides DRL leadership technical assistance throughout the federal assistance lifecycle that include pre-award, award, and post-award phases in grants and cooperative agreements. This is a full-time position located in Washington, D.C.
Responsibilities:
Develop a process for internally tracking and reconciling accounts, which systematically tracks the process from beginning to end.
Assist in the preparation and collection of documentation for review and perform aspects of the closeout functions deemed necessary; maintaining accurate reports and reconcile accounts
Work with program analysts to attain knowledge of all the applications and systems used for financial management; collect documentation and determine the necessary steps to close out expiring and/or expired actions.
Work with program analysts to draft correspondence to organizations during the close out phase to ensure each organization understands the process and requirements of closing their account
Assist in preparing briefing materials for monthly and quarterly meetings for discussion of closeout, and audit preparations
Prepare presentations for workshop to discuss guidance and best practices for using the Payment Management System and other systems to ensure compliant and efficient closeouts
Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting the FTE
Assist in the coordination of foreign assistance funding throughout the federal assistance life-cycle that include pre-award, award and post-award phases in grants and cooperative agreements
Track the foreign assistance lifecycle progress throughout the fiscal year
Coordinate and assist the DRL/GP Leadership in the administration and coordination of international human rights and democracy foreign assistance programs
Attend stakeholder workshops and conferences on topics related to their duties and responsibilities, provide program monitoring and technical assistance to grantees, while supporting the FTE.
Organize and participate in meetings, trainings, and/or conference events.
Undertakeadditional training to ensure they obtain relevant skills needed to advance U.S. policy and programming priorities and meetrequirements of this SOW.Attend trainings or conferences to further knowledge in relations to duties and responsibilities listed above and/or hone expertise in one or more following areas regional or thematic area: Western Hemisphere Affairs, South Central Asia, East-Asia Pacific, Africa, Europe. Near- Eastern Affairs, Democracy, Human Rights, Labor, Internet Freedom, International Religious Freedom, Transitional Justice, Monitoring and Evaluations, Gender, Marginalized Populations, Security and Human Rights.
As needed and as resources permit, theindividual may be asked todirectlysupport the travel of senior DRL Bureau and U.S. Department of State officials and/or at the direction of and in coordination with the Grants Officer Representative and/or Grants Officer, conduct program monitoring visits at the project implementation site to monitor grantee activities.
Report on program activities monitored and analyze to support both the Grants Officer Representative and/or the Grants Officer in their evaluation of programs.
Essential functions of this position include: (as applicable)
Proficiency in using different styles of tracking and monitoring payments and designing and managing complex Excel spreadsheets is required.
Must be able to travel globally to highly sensitive areas with little notice.
Minimum Qualifications:
Secret level security clearance
Bachelor’s degree with 3 years of experience or a master’s degree with 1-2 years of experience
Detail-oriented self-started
Interest in accounting principles and international program management
Must be flexible and able to work during the seasonal time of preparing for year-end closing and certification of multiple reports at the final stages of closeout, usually September
Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management
Ability to communicate in writing to develop policy, guidance, instructions, and reports of findings and recommendations
