Research Analyst

Competitive Innovations, LLC (CI) is seeking a Research Analyst to support the U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL), Office of Multilateral and Global Affairs (MLGA).  The position provides advice, guidance, research, and written materials related to issues pertaining to Internet freedom, data privacy and cross-border data flows, content moderation, business and human rights, and other similar issue of concern to the DRL/MLGA office. This is a full-time position located in Washington, D.C.
  • Support the MLGA Multilateral Team in tracking initiatives and policy developments related to implementation of the Global Magnitsky sanctions program, as well as human rights-related visa ineligibilities (including under the INA, 7031(c), Presidential Proclamations, and USC 1182(e)) within the Department of State and with interagency partners and external non-governmental organization (NGO) interlocutors.  Raise awareness about these authorities through engagement with other Department offices, embassies abroad, the interagency, civil society, and the Hill.  Advise on opportunities to expand the use of these authorities and adopt/institute innovative practices.  Draft related Congressionally-mandated periodic reports.
  • Monitor political, economic, security and other developments in assigned geographic areas of responsibility, particularly with an eye on the impact on human rights in the region and in particular countries of concern, including through classified and unclassified reporting channels, media sources, and NGOs. Conduct outreach and liaison work with relevant geographic bureaus and DRL regional desks, the Bureau of International Organizations (IO), the Office of the Legal Advisor, and others.  
  • Develop cases – including by undertaking research (on open source and classified systems), preparing reports and analyses, and providing advice – regarding the actions of foreign government officials and others who may be involved in or responsible for the commission of human rights abuses, for use by FTE officers in making policy determinations regarding Global Magnitsky nominations and statutory visa ineligibilities.
  • Analyze human rights-related developments in assigned countries/regions, particularly as those developments are addressed within the HRC, and inform FTE officers of the implications of such developments.
  • Draft and edit written products related to the state of human rights in assigned countries/regions, particularly as those developments are addressed within the HRC, and provide periodic briefings to senior Department officials.
Minimum Qualifications:
  • Secret Level Security Clearance
  • Bachelor’s degree in a related field
  • Minimum two years of experience
  • Demonstrated competence in analyzing and synthesizing large amounts of information into coherent and cogent materials
  • Superior research, writing, and briefing skills
  • Experience in U.S. human rights policies
