Jr. Leahy Munitions Vetter

Competitive Innovations is seeking junior-level Leahy & Munitions Vetters to provide services that  support the U.S. State Department in implementing the Leahy law and Department munitions export licensing policies and procedures, specifically with regard to vetting candidates for assistance and munitions exports in the Office of Security and Human Rights in the Bureau of Democracy, Human Rights, and Labor (DRL/SHR).

RESPONSIBILITIES:
 
  • Use the internet and classified databases to check security forces members’ and/or units’ name and proposed recipients of munitions exports for derogatory information.  If no derogatory information has been uncovered, approve request utilizing INVEST or U.S. Exports as appropriate, the State Department’s official systems of record keeping for Leahy vetting and munitions exports.  If derogatory information has been found, inform responsible DRL officer, regional bureau, PM vetting POC, and interagency stakeholders as appropriate and work with relevant offices to verify the information. 
  • Use the Internet and classified databases to research instances of misuse or diversion of defense and security-related items, and integrate findings into munitions export decisions.
  • Complete vetting searches within designated time frame, e.g. within 10 working day of receipt from post for Leahy vetting or industry for export licenses.
  • Compile data on office vetting requests.  Provide periodic reports to management on vetting case load, [list other types of info reports typically require]. 
  • Make recommendations on vetting procedure, when requested by management. 
  • Participate in bureau, Department, and interagency meetings on issues related to human rights vetting and munitions.
  • Using open source and classified resources, develop foreign country security force organizational charts, and for munitions decisions, countries and items of concern
  • Map credible allegations of gross violations of human rights and other abuses geographically, functionally and in time.  Advise which foreign units are ineligible for security assistance and munitions exports.
  • Provide support to developing individual country remediation strategies.
  • Attend the weekly DRL/SHR Leahy Vetters’ Meeting and brief DRL/SHR on vetting status and issues for assigned countries.
  • Attend regular Department meetings to review munitions export license applications and munitions export policy with appropriate stakeholders including the Bureaus of Political-Military Affairs and International Security and Nonproliferation.
  • Attend monthly DRL/SHR All-Vetters’ meetings and brief DRL/SHR and regional bureaus on vetting status and issues for assigned countries.
  • Attend weekly meetings of relevant DRL regional offices.
  • In coordination with appropriate stakeholders, draft, clear, and distribute an annual list of countries and munitions of human rights concern to determine which types of export licenses will be human rights vetted.
 
QUALIFICATIONS: 
  • SECRET security clearance
  • Bachelor’s degree and 1 year of professional experience
  • Ability to develop professional working relationships with officers throughout the Department and with other foreign affairs agencies.
  • Knowledge of research and analytical methods to validate, evaluate, and interpret information obtained from a variety of sources.
  • Skill in oral and written communications to prepare and present analysis, to defend recommendations and proposals, and to participate in meetings and discussions.
  • Ability to travel as needed
